The rule runs backwards from what anyone expects: a lever right against the breaker is strength 15 and mines the block one away. Dust loses one strength per block, so a longer run reaches further.
Repairing the tool
Only sculk and a bottle o’ enchanting go in the fuel slot, and both mend any tool at any tier at the same flat rate — which is why a unit is worth far more on netherite than on wood.
